This is to acknowledge the receipt of your Despatch No. 5 of the 4th Jan last explaining the gradual effect of the Rule of the Supreme Court of Hong Kong dated 20th March last for the engagement of Interpreters and Translators.
The explanation you have afforded appears to me sufficient to justify the Rule as the practice of the Court continues to be such as you have described.
